“Malikunnafoni”, Mali’s comprehensive socioeconomic DevInfo database, was developed by the Poverty Reduction Strategy Technical Unit (PRS-TU), in collaboration with the National Statistics Institute (INSTAT), the Observatory for Sustainable Human Development (ODHD), the Planning and Statistics Units, and the statistics producers from the various ministry departments, with the support of the UN System. The tool helps in the collation and organization of multi-sectoral information, and it is contributing to data analysis in the country by facilitating the presentation of statistics in the form of tables, graphs and maps, and the creation of standard yearly reports.
The database that was validated in a series of workshops is updated regularly, most recently in August 2009. It holds data for 540 indicators, down to the department level, if available. Some data points date back to 1959. To ensure the proper use of the statistics, “Malikunnafoni” contains extensive indicator metadata. A contest gave Malian artists the opportunity to be involved in the design of the logo and the selection of images and background music, thus generating greater country ownership of the product.
The second PRSP (2007-2011) identifies “Malikunnafoni” as an important component of the national monitoring-evaluation mechanism, aimed at strengthening the National Statistics System and improving monitoring of the MDGs, the PRS and all the national development plans.
How is Malikunnafoni managed?
The system is managed by various groups with distinct functions:
• A committee made up of representatives from the PRS-TU, ODHD and INSTAT, that monitors implementation
• A Technical Unit at INSTAT for the coordination of the database
• A team of focal points from 18 ministerial departments, the High-Level National Committee for the Fight against AIDS, and the Commission on Food Security, who work on database content
