Using DevInfo Technology to Support Aid Effectiveness

In December 2011, leaders from across the world endorsed the Busan Partnership For Effective Development Cooperation sounding the call for aid effectiveness to be defined by development effectiveness within an expanded North-South cooperation paradigm. In addition, Busan emphasized the importance of country-based systems for monitoring and evaluation, managing for results, the use of results frameworks, and the importance of using performance indicators consistent with national development strategies.
   
The Busan Declaration marks the latest step in a decade-long process in which the global development community has been redefining the aid effectiveness agenda. The Rome Declaration (2003) promoted principles of harmonization, country-based systems, and capacity building. The Paris Declaration (2005) forwarded an action agenda based on mutual accountability and alignment. The Accra Agenda (2008) reinforced these through a resolve to implement.

Strongly supporting this global agenda is the UN DevInfo Initiative, whose products and technologies have evolved over the past decade to keep up with these new approaches to aid effectiveness. Today, the DevInfo suite of applications offers a strong technological platform for transparent aid cooperation, equality-driven agendas, and comprehensive global partnerships.
 
DevInfo database technology provides decision makers with comprehensive tools for targeted decision making and managing for results. Users can easily monitor and evaluate aid flows next to national performance indicators. Furthermore, the DevInfo database system is distributed royalty-free to all end-users and is managed and maintained by country stakeholders.

To complement this, new applications like di Monitoring allow partners to craft development frameworks aligned with national priorities for harmonized arrangements.  They can quickly filter
 
for underperforming indicators and view data in real-time, as well as create detailed performance reports. Frameworks can be exported into DevInfo-format databases.

In addition, customized data organizers built on DevInfo technology help administrators automate and centralize data exchange between line ministries, international bodies, and the public, using SDMX standards.  These data organizers allow for easy conversion and data exchange with private sector
stakeholders for integrated and comprehensive analysis, results display, policy-making, and publication. Furthermore, they can support subscription management by development actors for automated data updates and data sharing.

Finally, DevInfo-powered thematic online dashboards allow governments and donors to disclose aid data while easily engaging with constituents through a colorful and user-friendly interface. Impact results can be displayed through interactive maps, visualizations, and user-defined reports, promoting social and civil society inclusion, a critical link for 21st century democracy.

To bring these solutions under a common portal, the DevInfo Initiative in December 2011 launched the new Aid Effectiveness website , which offers innovative models for aid effectiveness built on DevInfo technologies. The site provides development partners with comprehensive resources on how DevInfo applications can help achieve key objectives of the international aid effectiveness agenda.
     
Through the site, visitors can download the DevInfo Initiative Response to Busan document, explore ways DevInfo technologies contribute to specific Busan objectives, and download details on DevInfo technology for aid coordination. The site also invites aid effectiveness specialists, private sector development partners, policy and decision makers, M&E specialists, and other development partners to engage with the DevInfo Support Group for customized innovations.

Building on the lessons learned over the past decade, the DevInfo Initiative is responding to new demands for advanced technologies and enhanced methodologies. Indeed, these define
 
the ability of 21st century governments to achieve a common objective: the pursuit of aid effectiveness through data-driven, effective, and transparent poverty reduction initiatives.
